Based on a quick search, it does appear that the PilotWeb service came to an end on February 14th. I'll adjust the plugin to go for the other site, hopefully they won't discontinue that one as well.

ICAO provides an API with realtime NOTAMs: https://www.icao.int/safety/istars/pages/api-data-service.aspx

The free version only allows for 100 requests per month, so obviously if they are retrieved client side that won't work. But if you have the possibility to cache them server side and then distribute them to clients, 100 calls/month should be fine.

Given that the API only allows a maximum of 10 ICAO identifiers per request, even when limiting the update interval to 24 hours you'd still be limited to having data for only 30 locations not exceed 100 requests per month. For many areas this may be sufficient - and there are probably ways to get around that restriction by using multiple keys - but this solution would likely cause the available NOTAMs to be limited to FIR NOTAMs for area activation and some of the major airports.
